“Blacks and Hispanics in California trail whites in several quality-of-life categories, including income, housing, health, education and treatment by the criminal justice system, according to a report to be released today by black legislators.
The report, The State of Black California, found that blacks and Hispanics did only about two-thirds as well as whites in an overall “equality index” used in the report, which was written by two University of California professors. Asians, while trailing whites in some categories, scored slightly ahead of whites overall.”
