“The idea of hiring law enforcement officers from within the community is a common practice and a valuable one. It engenders that hometown investment. Orangetown, for the last 30 years, has had a policy to hire only off its own Civil Service list. Trouble is, no one on the current list has the multilingual skills needed. Without the Town Boards OK, Police Chief Kevin Nulty can only wait for someone who is fluent in Spanish to first take and score well on the Civil Service test and apply.”
