An order by Maricopa County Superior Court Judge Kenneth Fields stymies a key enforcement tool used by state investigators in pursuit of suspected coyote rings that use wire transfers to receive smuggling fees. For several years, a state financial crimes unit has tracked and confiscated Western Union funds allegedly sent to coyotes holding illegal immigrants hostage at Valley drop houses. “
