“For more than a year, 105th District Judge J. Manuel Banales has been in the running to serve as presiding judge of the Fifth Judicial Administrative District.
Banales appointment by Gov. Rick Perry on Friday marks the first time the position has been held by a judge outside of the Rio Grande Valley in more than 20 years. Its also the first time in more than two decades that a Hispanic judge has been tapped for the job.”
