Judge Tom Rawlings ruled Tuesday that a woman being identified only as Ernestina – an undocumented immigrant from Mexico – could continue to care for Norma after a Division of Family and Children Services worker testified both Norma and Ernestinas 1-year-old son, Hilberto, were being well cared for.”
