“The District is paying $700,000 to settle a civil rights suit filed by tenants who say the city wrongfully evicted or threatened them.

The 24 tenants say the city unfairly condemned their buildings in the Columbia Heights and Mount Pleasant neighborhoods, which are largely Hispanic. “
