“A California appeals court unanimously upheld a 1991 law that made it easier for advocates to push for district elections if they can show that electing officials at-large dilutes the power of minority voters.

Reversing the decision of a Stanislaus County , a three- panel of ’s 5th District Court of Appeal held that the California Voting Rights Act did not create a system of reverse discrimination because it “does not favor any race over others.”"
