“The idea has come up before, usually as a half-hearted proposal expressed when an election doesn’t go the way losing candidates wanted it to go.

But with the next municipal election not until 2008, a group of Latino and Democratic Party activists are pushing for a serious citywide discussion about the process by which Hayward elects its City Council members.”
