“Tackling domestic violence and protecting victims of all crimes represent acute challenges in the immigrant Latino community, where unfamiliarity with the legal system and language barriers impede communication with law enforcement, and the specter of deportation looms large, leaders of Staten Island’s Latino groups said last night.
