“Despite the roadblocks facing Latino students in Woodland, the percentage of students making annual progress in learning English is increasing. Elodia Lampkin, director of English Language Development for the district, found that 66 percent made the state’s target. This percentage is up from 64.5 percent in 2004. The state target is 52 percent.

However, for the 2005-2006 school year the percentage of students attaining English proficiency on the California English Language Development Test was down about three percent but that is possibly due to the growth of students who are not classified as English learners anymore, according to Lampkin.”
