“Last August, Democratic National Committee Chairman Howard Dean toured the Rio Grande Valley, a major party stronghold. There, Dean got rousing applause for condemning border-watch groups, which he called vigilantes.

But he also predicted that “the Republican strategy is to divide Americans so they can win; (they) are going to single out immigrants the way they singled out gays in 2004 and blacks in 2002, to make them a wedge issue.”

Republican leaders in both the U.S. House and Senate did go on to invest considerable time debating two very different immigration reform packages. Along the way, immigrants wound up being grouped with potential terrorists.”
