“Organizers say that the recent observance of Diez y Seis de Septiembre at the MLK center, the first time the Dallas facility has hosted a Hispanic Heritage Month event, is an indication that a community once considered overwhelmingly black is, like much of Dallas, becoming more Hispanic.

For example, Mr. Chaney’s District 7 – which includes Fair Park and much of South Dallas – went from about 10 percent Hispanic in the 1990 census to more than 28 percent in the 2000 count.”
