“Bills that create new revenue streams often need several passes before the Legislature grants their approval. That’s the case with a thoughtful proposal by Harris County Commissioner Sylvia Garcia, who wants to defray Harris County Hospital District costs by attaching a small fee to out-of-country wire transfers.

Submitted by two state representatives and a senator in 2005, the proposal didn’t get out of committee. But the idea is gaining steam again this year. It deserves serious consideration, free of election-year hysteria about invaders from the south.”
