“No sooner had Santiago Espinosa welcomed listeners to his Spanish-language radio show, “Hispanos en America,” when the phone lines lit up.

“Buenos dís,” Oregon Gov. Ted Kulongoski said to callers and listeners of the community-affairs program on KWBY in Woodburn.

Kulongoski was a guest on the hourlong radio show Friday.”
