“The Dallas school board has relaxed a policy that required elementary school principals in mostly Hispanic schools to learn Spanish by 2008.

A divided Dallas Independent School District board approved the rule in 2005, touching off a racially charged debate in a district made up of more than 65 percent Hispanic students and 30 percent non-English-speaking students.”
