“As civil rights organizations prepare a court challenge to an illegal-immigration ordinance passed by the City Council of the Southern California city of Escondido, Latino leaders say their biggest worry is not the ordinance itself, but the lack of information about it, especially in Spanish.
Even though the ordinance doesn’t take effect until Nov. 18 – and perhaps much later if legal challenges succeed – there are already numerous reports of landlords asking tenants for immigration papers and issuing eviction notices, and many tenants don’t know how to respond.”
