“Texas education, higher education and health-care policies have had disproportionately negative effects on Hispanics, Democratic gubernatorial candidate Chris Bell said Monday, promising to improve conditions for the state’s largest minority group.

On the first day of early voting, Bell spoke at a Mexican restaurant in the heart of a Hispanic-dominated East Austin neighborhood. He asked those present, mostly Latino lawmakers and Democratic activists, to rally behind his bid to unseat GOP Gov. Rick Perry in the two weeks leading up to Election Day.”
