Council members, however, have repeatedly referred to the study when talking about the need for the ordinance. During the Oct. 4 council meeting, Abed held up the study and asked those in the audience if they had read it.

“The lead researcher and author of a neighborhood study – used by City Council members as partial justification for an illegal-immigrant housing ordinance – says her work has been misinterpreted and used for conclusions not supported by the facts.

Arcela NÚñez-ílvarez, a professor at California State University San Marcos and member of the National Latino Research Center there, said she had no idea her study would be used to justify an ordinance targeting illegal immigrants, and if she had she would not have conducted it for the city.”
