“After 12 years of vacationing in Mazatlán, Kathy Stephens mentioned she’d like to move there. Her husband, Wayne, vetoed the idea but did agree to help his wife, who is an interior designer and party planner, turn the backyard of their Gilbert house into a Mexican oasis.
