Alicia began her professional career in Rochester as the secretary of the office of the Commonwealth of Puerto Rico, which dealt with organizing and protecting Puerto Rican seasonal farmworkers and others as they traveled between Rochester and Puerto Rico. This office was the vehicle through which Puerto Ricans could obtain legal documents from their island and a place where they could be guided through the mainland processes that would help them settle in the area.”
