The county would have to draw up new districts within 30 days of his formal ruling.
The Hispanic community has different opinions on the issue.
“I am so elated, I asked my wife to pinch me just to make sure I was not dreaming,” said Armando Ramirez, an ardent supporter of a switch back to single-member voting in Osceola.”
