Hispanic voting district in Osceola wins support – Florida

“Osceola County’s demographics make creating a majority Hispanic county-commission district that meets legal standards a “piece of cake,” an expert testified Monday in federal court.

“Not only is it possible, it’s easy. There are no devils in these details,” said Theodore Arrington, an expert witness who is a political-science professor at the University of North Carolina at Charlotte.”
