“Richards was recalled Thursday as a governor who opened doors of opportunity for women and ethnic minorities by appointing them in unprecedented numbers to positions of authority at state agencies and boards.

“Her vision was to change the basic nature of the government of Texas by making it look like what the people of Texas looked like: female, black, Hispanic,” said Henry Muñoz, CEO of Kell Muñoz Architects.”
