“Concord Police Chief Merl Hamilton serves on the board of the Hispanic Learning Center. He also has hired Spanish-speaking police officers and officers with Latino backgrounds in an attempt to create ties with the city’s growing Hispanic community.

But he hasn’t done enough, Hamilton said.

The chief can tell, he said, whenever he runs into a 10-year-old Latino child who is fluent in English and Spanish. He can muster only a few sentences of grade-school-level Spanish as a reply.”
