“The National Council of La Raza (NCLR), the largest national Hispanic civil rights and advocacy organization in the U.S., today expressed strong support for the U.S. Department of Education’s final regulations for states in addressing the needs of English language learners (ELLs). The final regulations will ensure that ELLs’ academic achievements are taken into account, while providing some flexibility to states in how they are held accountable for helping ELLs.”
