“NASA Headquarters (HQ) plans to co-sponsor the 2006 HENAAC College Bowl at the Hispanic Engineer National Achievement Awards Conference, Inc. (HENAAC). The College Bowl is a two-day, high energy competition which teams up students and companies to compete and address carefully selected topics relevant to career success. This competition is coached and judged by industry representatives, focus on showcasing their talents, initiative, teamwork and leadership skills. Students on the top three teams receive scholarships and prizes. NASA HQs intends to provide funding for the HENAAC 2006 Conference for its uniqueness and motivation of educating Hispanics students to pursue careers in engineering, science, technology, and math. There is no other organization in the industry that can provide such a unique blend of opportunity for student to interact and compete with their peers and a chance to interact with experienced individuals in the corporate world. The authority is only one responsible source 10U.S.C.2304(c)(1). NASA/HQ intends to award a purchase order for specialized services to the Hispanic Engineer National Achievement Awards Conference Inc. (HENAAC), Los Angeles, CA. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 4:30 p.m. local time on August 25, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
