“The Springdale City Council rejected a plan to pay bilingual employees a $100 stipend Tuesday, 11 days after the city’s personnel committee approved it.

The City Council voted 6-1 to deny the stipend after the personnel committee, made up of aldermen, recommended it be approved.”
