“It came as no surprise to Hillsboro Mayor Tom Hughes that he didn’t have a Latino on the short list of candidates to fill Mike Castillo’s vacancy on the City Council this week.
What’s more, he’s not concerned.
The mayor said he looked at those people who said they had both time and interest in public service, rather than trying to find someone with a Hispanic surname.”
