“U.S. immigration and border security reform that doesn’t take people into account won’t be effective, Mexico’s ambassador to the United States said Monday.
“Security, it’s linked to the economy and has a human perspective,” Carlos de Icaza said at the opening of the third annual Border Security Conference at the University of Texas at El Paso.”
