The change by state officials is a short-term strategy to comply with federal orders to improve New York’s testing of students with limited English. Until now, recent immigrants were tested yearly on their English fluency, and only the advanced ones took the regular English language arts test.
Educators are questioning why they should give a test to children who, by definition, are not ready for it.”
