“The recent decision by Hazleton City Council to pass an ordinance imposing criminal penalties on employers who hire or landlords who shelter individuals known to be illegal immigrants has been decried as a demonstration of ignorance at best and as discrimination at worst.

Though Gov. Ed Rendell has recently vilified immigration reform efforts at the state and local level as ”mean-spiritedness,” he may not have noticed that the U.S. Congress is intractably mired in a dispute about what immigration measures to pursue. State governments are stepping in under the 10th Amendment to the U.S. Constitution to fill the void.”
