“The 28-year telecommunications-company employee knew when he proposed the City of Avon Park Illegal Immigration Relief Act that it would be a contentious issue.

The mayor of more than seven years knows he is not popular right now in the Highlands County city of 8,872, where more than 18 percent of the population is Hispanic, with many migrant farmworkers pouring in during the citrus harvest season.

The ordinance would become one of the most strict in the nation if it passes, penalizing business owners and landlords who do business with, hire or give housing to illegal immigrants.”
