“Sheboygan Mayor Juan Perez said he knew when he beat the city’s two-term mayor in April 2005 that he would confront challenges and criticisms.

But now Perez, one of the first Mexican-Americans to lead a Wisconsin city, faces a recall. It’s a campaign that’s turned nasty, personal and racist, said Perez, the native-born Texan who has called Sheboygan home for 22 years.

A Web site, www.RecallPerez.com, posted a Fourth of July parade photograph of Perez marching with a U.S. flag that had been digitally altered to replace the stars and stripes with a Mexican flag. The caption read “Power to illegals?”"
