“Lawmakers who want the nation’s borders enforced before any guest worker or legalization plan takes effect should be satisfied with the Senate-passed comprehensive bill, leaders of the panel responsible for drafting that legislation said today.

There are a number of built-in delays in the bill passed by the Senate in May, Judiciary Committee Chairman Sen. Arlen Specter said at the opening of a hearing on the merits of the Senate’s comprehensive approach. “Let’s not get bogged down in semantics,” he said.

The Senate and House are ensnarled in a wide disagreement over the approach to immigration reform. The Senate passed a bill that includes increase border security and enforcement as well as a guest worker program and a plan to let millions of undocumented immigrants legalize their status.”
