“Minutes after the U.S. Supreme Court ruled in LULAC vs. Perry, Rolando Rí­os’ office phones lit up, and by mid-afternoon the calls from reporters were still coming.

As LULAC’s lead counsel in the suit against Texas’ mid-decade remapping of congressional districts, Rí­os’ clients were among the few plaintiffs that won. The high court upheld ”” or did not rule on ”” all the other issues raised against the Tom DeLay-inspired plan. But it did strike down the 23rd Congressional District map that in 2003 split Laredo in half and moved 100,000 Latinos out because, in growing percentages, they were voting against U.S. Rep. Henry Bonilla.”
