“Almost every day, as he has for the last 10 years, Alejandro Torres Perez stands alongside the national cathedral in Mexico City’s central square, calling out to passers-by and offering to complete tax returns or assist with the dozens of government forms Mexicans must fill in each year.

In Mexico’s official statistics, the 38-year-old father of two counts as having a job. It doesn’t feel like it to him, though — a big reason why employment has emerged as the key issue in the July 2 presidential race between Andres Manuel Lopez Obrador and Felipe Calderon.”
