“The political deck is stacked against Hispanic candidates for Osceola County Commission, witnesses said Wednesday during a federal-court hearing that could delay elections later this year.

Bloc voting by more numerous Anglo voters, less campaign money for Latinos and the geography of the current at-large system all hurt Hispanic candidates, argued the U.S. Justice Department, which wants to postpone County Commission elections until a single-member district system can be implemented.
