“Henry Zasada doesn’t speak Spanish. Neither does his wife, Josie.

So they were a little confused when they received a booklet in Spanish from the state Department of Health last month.

The only words on it the elderly couple could read were “Edward G. Rendell.”

The 34-page booklet is the Pennsylvania Health and Human Services Resource Guide, a catchall of information about state programs, including information on health and safety programs, medical care and housing assistance.”
