“People who hire day laborers from street corners or parking lots would have to register with the city, display certificates in their car windows and present workers with written terms of employment under a law that the City Council has tentatively approved.

The council unanimously approved the ordinance on Tuesday. It will take effect July 28 if the council approves it after a second reading on June 27.”
