The concert, a gathering of Latino artists billed as “El Spring Bling Blineo” and sponsored by the Spanish-language radio station La Kalle (WCAA/105.9 FM and WZAA/92.7 FM) was scheduled to begin at 8 p.m. But at 8:30 thousands of concertgoers still shivered in the night air, stuck in slow-moving lines that snaked from the venue’s entrances to the back of the parking lot. No security guards or attendants appeared to monitor the situation.”
