“Eighty- four-year-old Quirino Chairez of El Monte fished around in the pockets of his old, cracked leather briefcase.

First, he produced his passport, which showed his country of birth: Mexico.

He thrust his hand down again and pulled out a red- white-and-green commemorative pin.

After a third try, he found what he was looking for.

It was a laminated black-and-white card with a picture of a handsome young man on it. It said “Alien Laborer’s Identification Card.”"
