KMBC’s Micheal Mahoney reported that the Hispanic Contractors Association is accusing Kansas City, JE Dunn Construction Co., and H&R Block of not following the rules on hiring minority businesses for the constructrion of H&R Block’s new corporate headquarters downtown.”
