“Last October, the city of Richmond planned to offer an identification card for immigrants so they could identify themselves to local police or more easily cash a check.
But when it was reported in the news media and on talk radio, City Manager David Evans recalled yesterday, he received “blistering” e-mails from as far away as California and Arizona. Five to one, the letters were against government offering any services to those living in the United States without papers.”
