Two Hispanic contractors and a Hispanic business organization filed a new complaint Friday alleging fraud in the operation of Kansas City’s affirmative action program on the H&R Block Inc. headquarters construction project.

“The complaint, part of a lawsuit originally filed in August in Jackson County Circuit Court, named H&R Block and J.E. Dunn Construction Co. in the fraud count.

The plaintiffs are the Kansas City Hispanic Association Contractors Enterprise Inc., Armando Diaz, Diaz Construction Co., Bill Torres and Torres Consulting Engineers. Diaz is president of KCHACE; Torres also is an officer of the association.”
