“The 2000 census shows that Hispanics make up 18.2 percent of the Rochester School District. In each year, approximately 2,000 students drop out of the school district, and a large percentage of these students are Hispanic.

It is astonishing to think that the Rochester educational system is losing 2,000 students each year and that locally there is no outcry from the community and that our media are nearly silent on this growing problem.”
