“The state can refuse to issue driving certificates to illegal immigrants, but it must give them an opportunity to object, according to an attorney general’s opinion.

The Tennessee Department of Safety stopped issuing the driving certificates to illegal immigrants last month, after federal investigators found rings shuttling in immigrants from other states to get them.”
