“When immigration raids rattled the city’s Latino neighborhoods two years ago, community leaders held meetings to ease fears and marched to City Hall to demand more sympathetic federal policies.

And when the dread of hearing the immigration officer’s knock on the door was replaced by the fear of being targeted on the streets by thugs, the same leaders called on the administration for a crackdown.”
