“The council approved a proposal to tear down a maintenance building in Evergreen Park to make way for the center, planned by El Zocolo, a coalition of four not-for-profit social agencies.

“The maintenance building serves a need, but not the higher need the social service groups can provide to the people in that neighborhood,” said city parks director Doug Kupper, who pitched the plan to the council.”
