“Mrs. Frias is among more than 20 parents enrolled in weekly evening English language classes at Davis that were started in September after some parents told school administrators they wanted to learn English like their children.

English classes were offered elsewhere, but parents said the classes were too far, and they didn’t have anyone to care for their children while they went to class.”
