“Under a measure added to a Senate budget proposal by Senator Jon Kyl, the government would spend two billion dollars more to enforce immigration laws.

Kyl’s provision would provide money for the State Criminal Alien Assistance Program, which reimburses states and local governments for the cost of incarcerating criminal illegal immigrants.”
